It depends on the address. Since June 2021, an Article 4 Direction has removed the automatic right to convert a family home into a small HMO across many of Liverpool’s inner wards, including core student areas such as Kensington, Wavertree, Smithdown, and Sefton Park. In these areas, a conversion for three or more sharers now needs full planning permission, and in streets already densely populated with HMOs the council is likely to refuse. Anywhere in Liverpool, a large HMO of seven or more sharers has always required planning permission. Rather than promise a conversion we can’t deliver, we’ll assess your specific property, check whether it already benefits from established HMO use or a Lawful Development Certificate, and advise honestly on what’s realistically achievable before any work begins.

Article 4 is a planning direction that removes “permitted development” rights in designated areas. Where it applies, you can’t convert a house into a small HMO without planning permission, a change from the usual national rules. It’s separate from HMO licensing, which governs safety and management standards. Because much of Liverpool’s student belt falls inside the Article 4 area, existing licensed HMOs and properties with established C4 planning use are especially valuable. We can help landlords understand where a property stands and what their options are.
